"MARKET OPERATOR HAS DEVELOPED A DRAFT LAW ON THE MARKET COUPLING IMPLEMENTATION WITH THE EU AND THE EXPANSION OF CROSS-REGIONAL COOPERATION OF THE TSO

JSC "Market Operator", as a leader in the process of the spot electricity markets coupling of Ukraine and the European Union, has developed a draft law to implement the Commission Regulations (EU) 2015/1222 of 24.07.2015 (CACM), 2019/942 of 05.06.2019 (ACER) and 2019/943 of 05.06.2019 adapted by the Energy Community. The draft law was developed and agreed with the NPC Ukrenergo in terms of cooperation with European TSOs, as well as it was sent to the Energy Community Secretariat for processing. This was stated by Oleksandr Havva, CEO of the Market Operator, during the parliamentary committee hearings on the topic "Ukraine's implementation of the EU's Fourth Energy Package "Clean Energy for All Europeans".

As he said, the main goal of the draft law is to increase the security of electricity supply by expanding the cross-regional cooperation between transmission system operators and introducing market coupling with the European single market.

The document provides the definition of such European concepts as SOR and CCR, as well as contractual relations of TSOs within the SOR and CCR regions, TSOs' involvement in the activities of the Regional Coordination Center (RCC), defining the role of the RCC in the electricity market and the tasks of the RCC. It is also defines the list of pan-European rules that are mandatory for Ukrainian electricity market participants, the list of regional rules and the procedure for their adoption, and defines the ACER’s powers in the electricity market.

"We have taken responsibility for the market coupling implementation, developed and agreed a relevant draft law with the Ukrainian transmission system operator in terms of regional cooperation with the TSO. It is already under consideration by the Energy Community Secretariat and it will be discussed with electricity market participants and sent to the Ministry of Energy of Ukraine and the National Energy and Utilities Regulatory Commission soon”, Oleksandr Havva, CEO of JSC Market Operator, said.

For information: SOR is a geographical region within TSOs carry out operational and technological management of power systems.

CCR is a geographical region that includes the trading zones borders of neighboring states for whuch the maximum possible volumes of electricity exports and imports are calculated in a coordinated manner.

Interaction (including connection) with SOR and CCR takes place through the agreements conclusion between TSOs.
